We currently sell used Motorola portable radios pre-programmed for the Philadelphia area. These radios DO NOT transmit in any way, however they are able to passively monitor Motorola P25 systems better than any scanner. We have sold more than 200 of these radios, and usually have some in stock. Most radios come with an antenna, battery and charger unless otherwise noted. Speaker mics are available also.
